The Operations Research Analyst provides subject matter expertise support to a Department of Defense program office responsible for the evaluation and integration of emerging technologies and capabilities. This role requires expertise in cyberspace operations, non-kinetic effects, and systems integration. The successful candidate will have a thorough knowledge of strategic and tactical challenges facing the government customer as well as significant experience leveraging and operationalizing emerging capabilities to meet those challenges. This position is located at Camp Smith, HI.

This position requires a DoD TS/SCI which requires US citizenship for work on DoD contracts.

Essential Duties & Responsibilities

  • Operational Integration, Emerging Capabilities Development and Tactical Engagement: Leverage forward placement in the region to engage with operational units, accelerating decision-making and ensuring capabilities align with in-theater mission needs. Integrate current initiatives into operations by developing concepts of operations and tactics, techniques, and procedures for emerging capabilities, focusing on rapid capability development timelines and large-scale fielding through experiments and exercises.
  • Engage with Joint Directorates, Components and participate in Bureaus, Boards, Centers, Cells, and Working Groups: Collaborate across strategic, operational, intelligence, logistics, and resource management directorates, while attending key battle-rhythm events to stay updated, foster collaboration, and provide targeted support.
  • Align with Threat Assessments and Long-Term Strategy: Work with intelligence and planning directorates to align capability development with current and emerging threats, addressing long-term strategic objectives and solving near-term challenges.
  • Maintain in-depth knowledge of strategic and tactical challenges, including plans, policy directives, capability gaps, and threat assessments. Use this knowledge to provide direct support and awareness to stakeholders, ensuring alignment in requirements development, transition planning, and technology and operational demonstrations.
  • Provide Support as the Non-Kinetic Effects expert and Integration Officer.
  • Serve as the SME touchpoint for Cyber and Non-Kinetic Effects, offering local expertise on cyber, electronic warfare, and electronic attack capabilities to active duty planners and capability developers.
  • Facilitate collaboration between Joint electromagnetic spectrum operations teams, cyber planners, program leads, and project managers to capture and translate requirements into new capabilities.
  • Expedite delivery of innovative war-altering capabilities by leveraging networks to connect performers, program offices, and warfighters with key stakeholders.
  • Support future integration and operational employment of the capability and underlying family of systems.
  • Facilitate exercise integration for theater command post and field training exercises to test and rehearse tactical to strategic level capability employment. 

Required Skills & Experience 

  • Active TS/SCI clearance
  • 5+ years of experience with experimentation and innovation in the cyberspace domain.
  • Cyber and Non-Kinetic Effects Expertise: Strong background in cyberspace operations
  • Systems Integration Expertise: Strong background in the integration / operationalization of emerging technologies
  • Physical and program security: Ability to maintain an active classified working area to include all required documentation. Will report back to a government Security officer.
  • COMSEC & Cryptographic Handling: Experience securing classified communications, including encryption and key management.
  • Logistics coordination experience using military and commercial shipping methods to transport mission critical equipment and system components.
  • Adaptability and Ability to deploy: Physically and mentally capable of deploying on short notice in support of customer initiatives.
  • Training & Documentation: Ability to train personnel, develop SOPs, and provide field-based instruction.
  • Cybersecurity Awareness: Understanding of DoD cybersecurity policies, STIG compliance, and network security best practices.
  • Joint & DoD Communications Systems Familiarity: Experience working with military communications infrastructure, tactical radios, and mission networks.
  • Capable of lifting and transporting up to 75 lbs. of equipment.
  • May be required to work extended hours, night shifts, and weekends to support mission-critical operations.
  • Ability to pass medical and security screenings required for deployment to DoD operational theaters.

Desired Skills & Experience 

  • 10+ years of experience with experimentation and innovation in the cyberspace domain.
  • Formal cyber operations training
  • Previous experience working in Joint and SOF environments
  • Proficient with Office 365 products

$177,800$277,800 USD
