Keith “Bull” Miller

R. Keith “Bull” Miller is Executive Vice President of Quality Systems at SMX. He is an experienced leader in the services IT industry, skilled in business capture, proposal management, C4ISR service delivery, and effective quality management.

He is responsible for delivering enterprisewide capabilities across the company’s business lines and functional areas in support of the company’s vision and growth. He oversees implementation and compliance with SMX’s Quality Management System (QMS), participates in strategic planning activities, and ensures effective integration and efficient operations.

Bull was previously SMX’s Chief Information Officer and before that Vice President of Government Wide Acquisition Contract (GWAC) Multiple Award Contract (MAC) Project Management Office (PMO). In a five-year period, as a direct result of the GWAC-MAC PMO personnel capture capabilities, the company bid on more than $5.5 billion in contracts and won more than $4 billion, leading to annual revenue growth of $110 million to $700 million. Bull joined SMX as Vice President for Air Force Programs, responsible for services and solutions for SMX’s Air Force customers.

Before leaving Air Force active duty, Bull served in various cyber systems leadership assignments at all echelons from base-level combat communications to theater-wide Air Operations Center (AOC) cyber systems support.

He earned a Master of Science from the National War College, a Master of Science from the Air Force Institute of Technology, and a Bachelor of Science from The Citadel, The Military College of South Carolina. He served as a Team Chief on a student-led effort at NWC that helped author the U. S. President’s National Strategy for Combating Terrorism. He also resolved integration/interoperability issues between U.S. Air Force and Royal Saudi Air Force for Operations Enduring Freedom and Iraqi Freedom.

Bull co-chairs the Streamline Acquisition Committee of the FEDSIM Industry Advisory Council and is a member of the Armed Forces Electronics and Communications Association (AFCEA), The Citadel Alumni Association, and New Hope Church. He enjoys reading, collaborating, and has a passion for working side-by-side with future leaders to help them achieve “significance over success.” Living in Fairfax, Virginia, Bull is happily married and has three adult children.
