Carmen Shelly is Staff Executive to the CEO of SMX. As part of the executive team, she works to implement corporate vision, achieve annual goals, and remain future-focused on organizational growth. She also facilitates interdepartmental collaboration on strategic initiatives and provides business integration oversight. Carmen organizes and prioritizes critical issues and required information to accelerate efficient decision making and support dynamic taskings. She also collaborates with the Executive Leadership Team on strategies and initiatives to ensure business group efforts are synchronized in line with the CEO’s vision.
Carmen brings to the position more than 17 years of experience in the intelligence and defense communities. Previously she was SMX’s Deputy Program Manager for the Monitoring, Analysis, Reconnaissance, Logistics, Intelligence, and Network Services (MARLINS) Task Order where she provided operational support and daily oversight to the United States Southern Command’s C5ISR mission and supported its component commands and strategic and operational partners. She also supported SMX client site customers as a senior business analyst.
Carmen is a member of the United States Air Force Reserve Command, Air Combat Command, 926 Operations Group, Detachment 1, assigned as the Intelligence, Surveillance, Reconnaissance Division Chief. She previously supported Central Command, Headquarters Air Force, Intelligence Directorate, and the Secretary of the Air Force Chief Data Office as a Senior staff action officer. She held senior Flight Chief positions, managing, and performing air, space, and targeting intelligence functions in Air Force Special Operations Command and was deployed in support of Operations Iraqi Freedom and Enduring Freedom and Special Operations Command Africa.
Carmen received a Master of Science in Operations Management with a Business Certification from the University of Arkansas in Fayetteville, AR, a Master’s in Professional Counseling from Amridge University in Montgomery, AL, and a Bachelor of Science in Psychology from Baylor University in Waco, TX.
Committed to serving, Carmen is a qualified mental health professional and counselor, partnering with Wendt Center for Loss and Healing to provide grief counseling to children. An active member of Sigma Gamma Rho Sorority, Inc., and a church volunteer, she enjoys traveling, running half marathons, tending her garden, and spending quality time with her son.
