SMX is seeking a Portfolio Technical SME to join the integrated program management office (PMO) in a leadership position supporting multiple contracts, task orders/projects, and will serve as a liaison with government points of contact. The ideal candidate will assist the program leadership team with staffing, training, administrative oversight, operations management, and collaborate with multiple technical teams to achieve the overall mission objectives. Additional responsibilities include providing medium- and long-term strategic thinking to drive the evolution of the Technical Capability portfolio in line with mission requirements.

This position requires a DoD Top Secret with SCI eligibility and CI Poly which requires US citizenship for work on DoD contracts.

Essential Duties & Responsibilities

  • Supports communications-oriented science and technology efforts, including testing and evaluation of new and emerging capabilities to further DoD mission.
  • Assists with coordination of priorities and resources between multiple projects.
  • Reports status, develops program/project-related documentation, implements lessons learned, and updates and maintains production and quality metrics for assigned programs and projects.
  • Supports business development activities, including new market capture opportunities and proposal development.
  • Supports operational planning, execution, and evaluation of a multi-faceted program that requires collaboration with customers to identify new project opportunities.
  • Supports the orchestration/development of operational data calls, report outs, and performance products as required to support and bolster SMX posture for current and future business.
  • Establishes and maintains effective working relationships with the government’s program managers.
  • Develops short- and long-range goals, objectives, policies, and operating procedures in accordance with contract parameters.

Required Skills & Experience 

  • Required clearance: Active Top Secret with SCI Eligibility and CI Poly.
  • Demonstrable success in government contracting (DoD preferred) through prior work experience in a customer-facing role.
  • Previous experience in systems/IT engineering, test and evaluation, and/or modeling and simulation activities.
  • Previous experience in tactical and enterprise network operations, preferably in a leadership role.
  • Knowledge of process improvement techniques and ability to direct improvement initiatives.
  • Experience interacting with and briefing senior government and industry acquisition leaders on topics related to programmatic, technology, and financial status.
  • Experience supporting large contracts leading complex development, production, fielding of platforms, and/or support initiatives with technical objectives.
  • Experience with the Special Operations Command (SOCOM) in a Program Management or Technical Leadership role.

Desired Skills & Experience 

  • Bachelor’s degree in engineering, physical science, computer science, information technology (technical track), business, or a related discipline – desired MA/MS.
  • Deep understanding of and relationships with the Intelligence Community and federal interagency partners.
  • Experience managing large and complex systems architecture and systems engineering programs with professional exposure to advanced Model-Based Systems Engineering (MBSE) principles, practices, tools, and methodologies.
  • Experience with National and Defense Laboratories.
  • 15+ years of management/supervision experience in tactical network-related, information technology, or engineering fields/programs.
  • Budget management and execution experience.

The proposed salary for this position is:
$145,200$232,400 USD
