How the Massachusetts EOHHS built resilience and agility in the cloud
Across the United States, Medicaid agencies are being asked to expand services, meet rising regulatory demands, and improve constituent experiences, all while managing tighter budgets and limited staff resources.
The Massachusetts Executive Office of Health and Human Services (EOHHS), which serves over two million Medicaid members through its MassHealth program, faced these same demands. But its Medicaid Management Information System (MMIS), which operated on legacy infrastructure, was increasingly difficult to scale and maintain.
To strengthen service delivery and build long-term operational efficiency and resilience, the Massachusetts EOHHS migrated its critical MMIS system to Amazon Web Services (AWS). Along the way, the EOHHS made strategic cultural and operational shifts that can serve as important lessons to other agencies seeking improved performance, increased visibility, and resilient operations in the cloud.
