SMX is looking for a highly motivated Program Analyst supporting the AV-8B Harrier Joint Program Office (PMA257). This position will be onsite at Patuxent River NAS, MD.

*This role will start as part-time (roughly 20 hours/week). Hours may increase in 2025.*

PMA257 is under the control of Program Executive Office for Tactical Aircraft Programs (PEO(T)) and is responsible for the life cycle management of AV-8B Harrier weapons system. The Program Analyst will support both the PMA257 Operations Officer and Acquisition Lead for day to day operations within the program office.  You will join a team of highly driven, supportive, and skilled professionals engaged in supporting program management, engineering, and financial analysis across the NAVAIR community.

The Program Analyst will support all actions of the PMA257 Operations Department that include information technology, administrative assistance, acquisition, cyber security, information assurance, and physical security. In this role, you will be responsible for internal and external communications including coordinating responses to requests for information (RFIs) and taskers from PEO(T), OPNAV, HQMC, Congressional Liaison Officer, and the Public Affairs Office.

This position will provide support to the PMA257 Acquisition Lead and IPT leads in the development and execution of procurement documents and contracting actions. This position will also manage the PMA257 Cross-Training Program by coordinating required documentation and outbrief materials between participants and their mentors.

Specific Responsibilities include:

  • Recording, tracking, and assisting in the execution of taskers and RFIs
  • Assisting with formatting correspondence and updating spreadsheets utilizing Microsoft Office tools 
  • Setting up teleconferences and virtual meetings via TEAMS 
  • Developing and editing Microsoft Excel and PowerPoint products to facilitate program communication and data presentation (pivot tables, data chartmanship, master slides, slide animations)
  • Performing other duties as required by Operations (facilities and conference room coordination with NAVAIR & PMA273 POCs)
  • Establishing requirements and due dates for Procurement Planning Conferences (PPCs); developing checklists and implementing Plans of Action and Milestones (POA&Ms)
  • Providing timely preparation/coordination of procurement packages/requests to include Statements of Work (SOWs) and Statements of Objective (SOOs), Contract Data Requirements Lists (CDRLs), Clauses, Certifications of Urgency, Justifications and Approvals (J&As), and other data support plans 
  • Coordinating the review of program documents to assure integration of applicable policies, procedures, and data requirements for multiple PMA257 programs in accordance with statutory, regulatory, and local command requirements (DoD and SECNAV 5000 series and NAVAIRINST 4200.37 series instructions)
  • Tracking procurement actions, taskers and reporting status to the Operations Officer, Acquisition Lead, IPT Leads, Functional Leads and PEO(T) Operations and Acquisition representatives.
  • Coordinate Cross-Training program opportunities, connect participants with appropriate sponsor/mentors, and manage all related documentation.

Required Skills and Experience:

  • Clearance Required: Secret
  • BA/BS in a Technical or Business related discipline 
    • An associates and 2 years of additional experience or a HS Diploma and 4 years of additional experience may be substituted for the degree
  • At least 3 years of experience performing the duties listed in the functional description of the labor category
  • Ability to create/analyze budgets and schedules
  • Proficient with MS Word, MS Excel, MS PowerPoint, and MS Teams
  • Ability to draft and proofread executive correspondence

Desired Qualifications:

  • At least 2 years’ professional experience in technical efforts supporting major weapon systems and components development
